Budget on King David st.
I rented from sixt. In and out in 15 minutes.
Horrible experience with them recently. Although true . A few minutes in and out when picking up car .
Thrifty also. Depends on the day as well
True . But that's at Shefa . Most of the time it's a long wait. People think when they use pinchas they gotta go to Shefa . In and out of thrifty I've mostly only experienced on King David street.

I have rented dozens of times and rarely experienced more than a couple minutes wait. Are you a tourist coming peak vacation times? That would explain a wait.
