The dutties of paying taxes are on the tenant. If  you have a student visa, you could get a huge discount on the tax, and  also on your water bill. If you don't want to give it to your landlord, you could go down to the Iriya yourself to take care of it.

We are a bochurim in a new dira. I was told that I have to give in my passport so we could get a discount on the taxes... Is this legit? What happens if someone doesn't pay the taxes down the road and it's still under my name?
As per your second concern, when you leave the dira you can go down to the iriya and have yourself removed

Call up road 6, enter the rental car license plate and pay for your toll while avoiding paying for all the other tolls on the car. If you do that, you will not be charged the "convenience fee" by the rental company since they don't have to pay the toll for you.
Recently they require an Israeli credit card.

i was approached by an israeli bocher today asking me if id be willing to go to court over a red light camera ticket he got.
 not asking if this is ethical. anything i stand to lose? her claims all i would get is some points on my american DL which should not impact my insurance back home or show up at all.
