I believe CC will give you the official exchange rate. I'm not aware of anyone paying more than that.

I believe it varies a little bit by bank. CSP was great IME.

Cc's give the exact rate, money changers take a percentage.

No bank or money changer gives a better rate. CC gives exact rate and if you need cash take out from an ATM, also exact rate

But they do give a better rate than the money changers and banks. Rate is set by Visa, MC, or Amex and is below the mid-market rate.  It also lags, so in volatile markets, it's very hard to figure out how much below.
