Not necessarily.  There are laws about that . You should look into it more. I used to know them but forgot. I for some reason remember something about goods being less than 1200 nis not having to pay the tax but I might be making that number up.
A freind of mine had this specific issue with an order from tywhitt.  He told them he wasn't paying and they should send it back . After speaking to tywhitt and it being sent back and forth two times he ended up getting his shirts without paying the tax .

If you're alone, cheapest wpuld be the sheirut, if you have 3 traveling with you, it'll be around the same as a taxi.
