Been a while since I rented a car. Last time I had to use the little yellow electronic box for parking that you stick in the window. Has the parking gone to an app yet?
You can use pango.

Can you explain how an American can use Pango with a rental car?

I tried downloading Pango and I couldn't register without a phone number that starts with 05.

Thanks

Any foreigner have experience signing up for Pango?

Also, where can I rent a yellow electronic parking box? Does Hertz rent them?

Why can't you just sign up for pango?
Hertz doesn't not rent those yellow parking meters. You can buy them in a gas station.

Someone locked their key in their rental car.  Is there a Chaverim equivalent in Yerushalaim?

Contact the chabad rabbi there. He would probably know  where to stay there.
