Yes, because you now need an Israeli phone number.... (I use Verizon day pass with my US number... so I used my wifea rented phone.)

And get this, I tried a mastercard, and it won't work. I was only able to do it with an Amex... (strange no ?)

**UPDATE FROM PANGO – The Pango app is now more secure and no longer allows you to use an ID that is not connected to your credit card. At the moment there is no solution for tourists. **

Posts in the  Isrrael ATM thread say it is no longer possible to withdraw dollars with a non israeli card.
