If you are not familiar with the area, I would say not safe.

381. Some days are Arab days, so make sure it's open before you go.

You can rent a rowboat (or pedal boat or small motor boat) on the yarkon river in Tel Aviv. I did once and enjoyed. Its a short city bus ride from the Tel Aviv tachana merkazit. I believe the rental place is here:
https://goo.gl/maps/anF1LgMUpF82 (right where the pin drops for the park I think)

Thanks for ideas.
Just reporting back: Went to Ganei Yehoshua for a little and then I went back on train to TLV Hasholom and went all to the top of "round" Azreili Towers.
I wanted to go the beach but it was getting late and then on my way back found bikes I could have rented.... too bad but next time with bike to the beach instead of walking.

Nice! Just found this pic that I took when we rented a boat on the river in Tel Aviv:

And if anyone is driving by Ramle, we once stopped to go boating in the Pool of the Arches, a 1200-year old underground reservoir with super-high ceilings. Not worth driving to the area for cuz it's a 15-min activity but if you're in the area it's really cool. Cheap as it's government-owned, and a unique experience. (Where else can you row a boat around a 1200-year old reservoir? :)

PSA: Ramle is mixed Jewish+Arab and there were some Arab teenagers there telling and kinda just trying to be annoying, but we still enjoyed.

Cool. You did it by yourself?

It seems like the Yarkon River is part of Ganei Yehoshua park, just the your pin that dropped is way farther down.
