When searching, all the tours seemed to be the same itinerary, no matter which outfit was giving it. (No offense, but I didn't want a tour of the kibutz's produce and history.) 
Tanaka's website had different information.
We saw the usual things: Syrian border, the Six Day War trenches, terrain, animals ( wild boar, gazelles, jackal) etc.  And heard all sorts of relevant information.

A friend of mine living in Israel asked someone who was coming to Israel to bring him 2 phones (a smart phone and flip phone) and air pods. The guy bringing it to him was stopped by customs and they confiscated the items.

How does he get the items back?

Is it indeed forbidden? What would he have to pay to get the items back?

The ride is off road. Mostly on dirt paths through wild, empty areas.  Occasionally we needed to hold on while we went “whee “ down a slope.  No way to cover this ride in a regular car.
Are they frum people?
No. But respectful.

Of course he served in the military. And we were covering military ground.

I dont have an full answer for you but
general rule is if you only see English and Arabic, turn around.
Arabic and Hebrew is ok.

Ashdod you can't really go wrong, just stick to main highways and Hebrew sounding Moshvim. There should be no need though to off route.
Haifa-  if coming from J-lem just stick to 1 or 443 and go north on Highway 2 (once you go a little past Tel Aviv make sure you don't go east too much, until you hit )
Dead Sea- Just take 1 to the 90.

I've included a map. There is more to say. Stay out of the red circle.
I was looking for a Google map or paper map with areas that I shouldn't go into.

A friend of mine living in Israel asked someone who was coming to Israel to bring him 2 phones (a smart phone and flip phone) and air pods. The guy bringing it to him was stopped by customs and they confiscated the items.

How does he get the items back?

Is it indeed forbidden? What would he have to pay to get the items back?

It happened to me as well. He needs to go to the airport. Near Terminal 1 is the customs office. He needs to pay whatever import tax they decide. In my case, by the time I got down there, they had already sent my item to a nearby storage facility. I ended up having to pay the storage facility for their services as well.

I don't remember exactly how much I paid, but it was something like 300-400 Shekel all together. This is for an iPad which was brought in its original packaging. You are allowed to bring in personal belongings, but if they think you are bringing in commercial merchandise, they will confiscate it.

You can also use the 90 to the right of his red circle to go North to or from Tiveria.
Nice drive during the day.  You're driving along the dessert and see Beduins and their encampments and goats.  And then over a  hill  you see rectangular fields of trees.  Green and irrigated by a moshav/ kibutz. Interspersed along the way. Amazing. 
I assume you make sure you're gassed before.

I'm quoting from memory here - so add salt.
I'm pretty sure you can bring in anything provided A) it is not new (there is an allowance for new, but it is kind of low) and B) it is yours personally for your personal use. RYB told me to be koneh the item and to use it, and he said anyone who wasn't maskim can figure out their own way to bring it.
Agav, retail packaging is a big red flag. This is a country with lots of smart people, so the government retains the right to decide if you are bringing it in for retail, and if they decide, you gotta pay. (Surprised they didn't ask you to pay on the spot.) They deal with a lot of smart alecks so they stopped arguing about it.
I've traveled with two laptops (the old one and the replacement) on at least three occasions without a hiccup, but I had them in sleeves instead of in their boxes.

Try the "Where can I get it in Israel" thread.

Anything over $200 in retail packaging is fair game for customs. You really have to know what to answer when they stop you. I know people (who live in Israel) who got stopped with silver candlesticks (way over $200) and said that their wife is makpid to light in her candlesticks so they always travel with them (mashma for customs that they took them on the outbound too) and got away with it....
If you're a visitor, the answer needs to be "personal use" which really has no value limit, and the only thing customs can do is make you "post a bond" that you'll take it out of the country when you leave. Gifts have a $200 limit TOTAL.
Even stuff valued under $200 can be taxed if it's an unreasonable quantety fo personal use. Example 100 lipsticks that you got for less than a buck each through a post on DD about amazon S&S... if they stop you they will tax you.

Up to $500 the tax is just 17%VAT on the value of the item... over that plus import taxes, depending on the type item easly can be 100s of shekel.

Also electronics can need a import license....
