My own suggestions, though it's been more than 3 years since I had them:

TLV: Alter-Nativ (Good pasta dishes, milkshake, and creme brulee)
Tiberias: Cafe C
Tzfat: Felafel place at the end of the midrachov on the left is great.
J'lem: Cafe Rimon Meat (Don't know current kashrus status) had an incredible philly steak sandwich, though IIRC chuchem claimed that since they reopened it's not good anymore?

Thanks for the reccos, alter-nativ to my tel Aviv list.

They've redone their menu more than twice since you we're here. We never get the all-you-can-eat option. Instead, we get a conjunto - a platter of steak, London broil, spring chicken, and mini-burgers. IOHO, it's very good. :)

AJK, you may want to consider it, although at this point the oilam is scaring me off of taking responsibility for that recommendation. ;)

Just was very disappointed at the quality of the meat from the all you can eat when we had it.  And at the Caiparinha for that matter.

I'm guessing you meant the other moish, but seeing as how I technically qualify for the name, I'll pitch in. ;D

Papagaio has had the same mashgiach for over two years now, IIRC. When visiting a "questionable" establishment or hotel, I like to ask the mashgiach questions to ensure that he knows what he's doing and what's going on. The Papagaio mashgiach passed with flying colors, to the point that even if he were hired by a lesser organization, I would trust him (personally) even if I wouldn't trust his organization.

Surprised (aside from Dan) I can't get a top 3 ranking from anyone who's been there more recently or lives there. If someone asked me what the three best restaurants in NYC were I'd tell you in a New York minute.

Like many here have said, there isn't really a "can't miss" eatery in Israel. When I was living abroad and would come visit, I would make sure to hit up Halo Taimon (well Masov back when it was ok), and Miros.

The caprihana has always sucked, and still does. Papagaio is not the place to go if you appreciate a good cocktail. For that, Sheyan has a drink called the China Wall that is out of this world.
