Click on "United air travel award rules:"
"You may redeem miles for travel in United Global FirstSM, United First®, United Business® or United BusinessFirst® , even if the space is not available. In these cases, United Economy in the same award type must be confirmed, and the front cabin will be waitlisted. For example, a Saver United First award must be confirmed in Saver United Economy to be eligible for waitlisting. If the courtesy waitlist does not clear, it will expire 24 hours before itinerary departure, and you will automatically be added to the airport upgrade standby list upon check-in. In these cases, you will be confirmed on a space-available basis by a United airport representative at the gate once the flight has closed for check-in. For United BusinessFirst and United Business travel awards, the difference in miles will be refunded when the United BusinessFirst or United Business class segment of the trip could not be confirmed. Waitlist requests may only be made over the phone with your local United Reservations office"

I = Saver award bucket. R = Upgrade space bucket.

In a plan B the R bucket is as relevant as the J/C/D/Z/P bucket. It has nothing to do with you and whoever is waitlisted with a GPU will clear before you. All you need is saver business award.
A friend booked MEL-LAX-EWR and the last leg wasn't available in I so he called in and asked to be waitlisted for the LAX-EWR leg. Now his ressy is showing R class requested. Just trying to figure out what that means in reality does that class get more or less inventory than I?

Yes, R tends to have better availability than I.

Could someone tell me if my situation is "Plan B" or something else?

I booked a mixed-itinerary award BOS-EWR-PLS.  EWR-PLS is in business, BOS-EWR is coach.  I called in last week and added the BOS-EWR segment to waitlist, and I currently have "I Class Requested" on my PNR.  I've been watching availability and it looks like United doesn't release business saver space on BOS-EWR (it is not mainline), but there are 9 business seats currently available.

My question is can I waitlist at the gate with PR-1 status since I have paid the business class award fare, or is this a different situation than described in the typical Plan B?

Also, is this even worth it since domestic upgrades will likely be processed before the day of the flight and those seats will likely be taken?

Most of the upgrades will probably go for elites before the flight but there should be some seats left and yes, you're eligible for PR-1.
