If he finds non stop UA he could book with Sq for just 57k and no fuel on United.
He could transfer from amex and chase

Expect to pay $250-$290 in YQ & taxes on the return with M&M. However they are cheaper than anyone with the "Israel" address trick.

Yes it is! those 50k offers come and go, Wasn't around for a few months so probably will show up again sometime in the next few months.

I found BOS-TLV-BOS in Y via FCO on Alitalia or via YYZ on AC for under $800 RT for Succos, with not undesirable connections. Any chance I will do better with miles points, or should I just buy revenue?

Even if you value MR/TYP at 1.3, you're looking at $650 plus about $200 in YQ (aside for DL metal, but good luck finding availability).

Because Delta stopped releasing any low level awards on this route.

In any case you should be searching on Delta.com, search for one-ways and look for the nonstop flights that price at 40k (or at least it used to be). I haven't seen any in months.
