Whats a Desktop Deal:

There are many factors you need to take into account in order to make something a deal. Manufacturer, Product line, Specs and warranty are usually what to look at when figuring that out. You need to consider prices as well, sometimes you get a price so hot that it doesn't matter what company it is.

Generally speaking here are the guidelines for Intel processors:

i3 8th Gen processor - Under $300 is usually a hot deal, Under $350 is decent
i5 8th Gen Processor - Under $400 is a Usually a Hot Deal
i7 8th Gen Processor - Under $600 is a Usually Hot Deal

I am looking for a desktop for heavy web usage (a lot of chrome tabs open), some other office programs, & 2 screens, would this be good for me?
I think i should get something with 32gb RAM for chrome
The answer is the same - it is still overkill (especially with no Dell credit). 16GB is plenty and you don't even need an i5, much less an i7, though I understand if you will get one anyway. I would recommend one of the alternatives I listed above.

Consumer Reports says, at least once a year, that it is never worth it to pay to extend a warranty (on computers). Personally I would except a business that needs 24/7 performance without any hiccups, to pay for a service that includes same-day on-site service.

The mini gets STELLAR reviews. The M2 chip blows everything else out of the water.
Its tiny and slick
And it was 470 yesterday on amazon

Do not get an M2 or M3 with only 8GB of RAM or you will regret it. (The issue does not apply to the M1 models, believe it or not.) No personal experience but seen multiple reviews that say so.

8GB is still pretty much the standard. Unless his needs are atypical why is more needed

Throughout I've noticed several tech sites saying the same, or worse (it seems that some reviewer's "light loads" were enough to throttle the computer.) I've already seen articles saying Apple did not improve matters for the M3.
Notebookcheck is more forgiving (they only noticed when they worked it hard). It says (emphasis mine):

It really depends on how you are planning to use the Air M2. You should also use native apps if possible, since emulated apps via Rosetta 2 will also require more memory. If you want a device for the next couple of years, we would definitely recommend the upgrade to 512 GB, which costs $200.

In my mind, if you are spending that much in the first place, it isn't worth not spending further and solving this issue.
