Whats a Desktop Deal:

There are many factors you need to take into account in order to make something a deal. Manufacturer, Product line, Specs and warranty are usually what to look at when figuring that out. You need to consider prices as well, sometimes you get a price so hot that it doesn't matter what company it is.

Generally speaking here are the guidelines for Intel processors:

i3 8th Gen processor - Under $300 is usually a hot deal, Under $350 is decent
i5 8th Gen Processor - Under $400 is a Usually a Hot Deal
i7 8th Gen Processor - Under $600 is a Usually Hot Deal

Ordered a Desktop from Dell Outlet was supposed to be Scratch and Dent. On the bottom of the unit it says refurbished! Where do I go from here?

I expected a new item that was scratch and dent (which I have heard from others are in near perfect condition)!

damaged during manufacturing or before packaging. They are usually NEW.

Either should be good. General rule of thumb is the older the better. Some
of the new machines aren't as good as the older ones.

Are you sure? I still got  great deal. I just want to know if I should complain. I already chatted them and they offered to exchange and was transferred to returns but the wait was 1 hr 17 minutes..

If I have a choice of window 7 or windows 8.1 for essentially the same price, which is better? 

Dell tech support said that windows 8.1 is faster, can handle better current software programs, and fixed the START button issue that windows 8 had.  They added that if I want touchscreen at all in the future, windows 7 won't work with it, only windows 8 or above.

DDF, etc, with LOTS of windows open at once (gotta break that habit).  Music videos and video shiurim, not games.  Lots of document storage.  Isn't all of this normal?

8.1 is definitely better than 8...
Something else to keep in mind is that when they come out with Windows 10, it might be free for people with Windows 8 but not with Windows 7.
