Whats a Desktop Deal:

There are many factors you need to take into account in order to make something a deal. Manufacturer, Product line, Specs and warranty are usually what to look at when figuring that out. You need to consider prices as well, sometimes you get a price so hot that it doesn't matter what company it is.

Generally speaking here are the guidelines for Intel processors:

i3 8th Gen processor - Under $300 is usually a hot deal, Under $350 is decent
i5 8th Gen Processor - Under $400 is a Usually a Hot Deal
i7 8th Gen Processor - Under $600 is a Usually Hot Deal

to be continued....

Difficult to say, but unless size is a consideration (that you'd appreciate smaller footprint) I'd go with the Dell due to its full size (which results in better/more port options and probably also heat management/airflow.)

12gB vs 16B is a difficult decision?
Does the slim factor make such A huge difference?

I think it's a substantial différance, and while 16GB is obviously better 12GB is also nice. Therefore it's difficult (for me)...

Besides more ports (which makes 0 difference for my needs)
Why is a full size pc that much better?
You mentioned heat management, can you elaborate more on this? (Like will the pc break faster? will the lack of airflow, compared to full size, slow it down?)
Anything else Full size does better?

I don't have any fancy french words for you, but I can say that while the bigger chassis allows for more airflow which should translate to lasting longer, the modern (slim) computers are way better then they used to be. I can't vouch for any of these models here but build quality would make more of a difference to me. (Obviously considering you don't need the upgradability)
