Whats a Desktop Deal:

There are many factors you need to take into account in order to make something a deal. Manufacturer, Product line, Specs and warranty are usually what to look at when figuring that out. You need to consider prices as well, sometimes you get a price so hot that it doesn't matter what company it is.

Generally speaking here are the guidelines for Intel processors:

i3 8th Gen processor - Under $300 is usually a hot deal, Under $350 is decent
i5 8th Gen Processor - Under $400 is a Usually a Hot Deal
i7 8th Gen Processor - Under $600 is a Usually Hot Deal

It is easy to buy from a shady seller on Walmart, Newegg and Amazon. Don't shop there yourself if you don't know how to differentiate.

Not much availability. If you are able to order it and add your own ram, yes it's superior. The newer and better cpu is maybe worth the ~$130 more or whatever the total ends up being, but the shaileh is if it's worth it for your use case. Probably yes as well, though the open box seems an even better value. Again, assuming you can actually order it.

IMHO, yes. With the caveat that a well-built refurb may chug along for more than ten years (total - deduct the time it was already run), and one should not have such expectations regarding the longevity of a cheap Inspiron system.

My wife does photography heavily use of adobe Photoshop and lightroom classic currently on hp 15t-dy200 laptop i7 16 ram  512 ssd need to upgrade storage a LOT. performance falling a little short, would you recommend to just upgrade memory  and storage or get something new altogether. Any good recommendations laptop or desktop?  Anyone in Lakewood that could upgrade memory  and storage ?

or choose i5, 16gb, 1tb, for $699, minus $150 from dell, $550 plus tax

All depends on your situation. I specifically needed that so I looked out for it. Regardless, they are both great computers. Optiplex being the better one.

Just throwing this out there: Is there a reason one suspects that an i3 will not be sufficient for an office machine? I would think that the RAM will be far more important.
