Whats a Desktop Deal:

There are many factors you need to take into account in order to make something a deal. Manufacturer, Product line, Specs and warranty are usually what to look at when figuring that out. You need to consider prices as well, sometimes you get a price so hot that it doesn't matter what company it is.

Generally speaking here are the guidelines for Intel processors:

i3 8th Gen processor - Under $300 is usually a hot deal, Under $350 is decent
i5 8th Gen Processor - Under $400 is a Usually a Hot Deal
i7 8th Gen Processor - Under $600 is a Usually Hot Deal

to be continued....

Is it as easy to add RAM to a desktop as it is to a laptop?

Practically, when buying a DT, is there more significance to the amount of RAM it comes with than with a LT, or same difference?

DT RAM is cheaper than LT RAM?  It's not the same hardware?

Actually these days ram prices on desktops and laptops are almost the same, however desktop generally have greater capacity for ram. Lots of desktops now can have 32gb of ram while standard laptop now are between 8-16gb

Is the 4th gen Intel processor on the XPS posted above worth the extra ~ $90?

Also how does XPS 8700 compare to Pavilion HPE h8-1360t?

Not necessarily, they generally raise the price as it sells. They start low - once they see it sells they start going higher...
