What should the taxes/fees be on this DL award from TLV?

I reserved the following award for 5 passengers in economy with DL miles:

The Delta Diamond agent priced this at 80k miles per person and $466 of which $345 was fuel surcharges. Of the surcharges, $232 came from TLV-CDG-LAX.

It was my understanding that awards from Israel did not incur fuel surcharges on Delta, but the agents said they did? Who's right? What should the cash outlay be?

If it's on an Air France plane, you're gonna get screwed. Period. Doesn't matter if the booking carrier is Delta - you only don't pay the surcharges on Delta planes.
