Based on the phone reps, an application usually remains in the system for 90 days, during which you can ask for a reconsideration.
However, if 30 days have passed, it will incur another hard pull.

There have been a few reports of Barclay pulling credit again when reconsidering - even when specifically asked not to.
Make sure to explicitly tell the rep that you don't want another credit pull. The benefit of such action would be that if later you see they did pull your credit you can call up and speak to a manager and have the pulls removed (based on first-hand accounts from this thread).

If you want to guarantee that you don't get another pull, freeze your credit report.

While Barclay recon reps are usually very tough to deal with, there have been sporadic reports of them reconsidering by reallocating credit-line from other cards. Additionally, there are a few reports indicating success with the 3BM.
Personal and biz didn't combine

Barclay recon reps take notes of each phone call and subsequent reps usually regurgitate the previous rep's reply.

Barclays has a 6/24 rule similar to chase 5/24. Not hardcoded like chase though.

Anyone have experience with lowering your existing CL with Barclays cards before applying for a new card (in the hopes of auto approval) versus keeping your current CL high and just asking to shift CL when talking to recon?

Think lowering works better. I left mine as is with the hope of shifting CL but they told me to kick rocks. I should have lowered CL before applying in hindsight.

How long does it take for a downgrade to go in effect? Downgraded A+ to rewards card two days ago to reapply, but it's still coming up as A+ on my online account.

I did this a few months ago and it worked like a charm. (Didn't lower it though, i closed a card)
Same with Chase a while back.

I had them lower my Rewards card CL to $500 so I can open the Luxury card ($10k minimum limit).

I had to call 3 times though.

Maybe try to transfer, and if it does not work lower the CL and call back?

Hmm I just wonder if lowering the CL after the fact will help. I understand that having a 14K or so CL is helpful to work with in getting a new card approved, but I also feel that if my total CL with Barclays is just $1000 when I apply for a card, then "extending new credit" definitely won't be an issue at all and the card might even get auto-approved.

Well unfortunately, I don't have any useful data points here. I lowered the CL, saw it instantly lowered in my online profile, and applied for A+. I was not instantly approved. However, I found out that the reason I was rejected/pending was because the system thought I already had an A+ and therefore auto-rejected me and didn't even pull my credit. I had an A+ before, but downgraded it to the regular Arrival card a few months ago. I've since learned that some people have even closed their A+ and the system still thought they had one and auto-rejected them. The recon rep was convinced I had the annual fee version of the card, but eventually let me speak to a supervisor (at no point did I tell them I downgraded it). The supervisor agreed to manually pull my credit, and he approved me, b"h. :) I guess the only data point here is that at some point he asked me, "Did you just lower your CL like yesterday?" ::)

And LH approved (applied yesterday as well)! 2 cards in 1 day with Barclays is alive and well. (Now have 4 total open cards with them.)

Is your new total CL higher or lower than the old one?
Total CL (even with the new LH) is lower than my old total CL.

Idk, I just opened a account with 6+ cards in the last 6 months...
I had to transfer my existing CL over.

Being declined online doesn't mean you can't call recon to get the card approved.
