Based on the phone reps, an application usually remains in the system for 90 days, during which you can ask for a reconsideration.
However, if 30 days have passed, it will incur another hard pull.

There have been a few reports of Barclay pulling credit again when reconsidering - even when specifically asked not to.
Make sure to explicitly tell the rep that you don't want another credit pull. The benefit of such action would be that if later you see they did pull your credit you can call up and speak to a manager and have the pulls removed (based on first-hand accounts from this thread).

If you want to guarantee that you don't get another pull, freeze your credit report.

While Barclay recon reps are usually very tough to deal with, there have been sporadic reports of them reconsidering by reallocating credit-line from other cards. Additionally, there are a few reports indicating success with the 3BM.
Personal and biz didn't combine

Barclay recon reps take notes of each phone call and subsequent reps usually regurgitate the previous rep's reply.

Barclays has a 6/24 rule similar to chase 5/24. Not hardcoded like chase though.

I just tried for the NFL card promotion for $400, I applied for the Dolphins Visa. I had the previous visa from last year, but canceled the card the day before. I checked my status this morning and I was declined and the reason will be in the mail. Should I call in or wait for the letter and call in?

You can try, but barclays is extremely hard to fight with.

Applied for the NFL and then Priceline card on Monday (first Barclays cards).  NFL got approved instantly.  Priceline came back with a system issue or something and that they'd get back to me in a number of days.
When business opened, I called recon and aside from the getting to know you questions it was basically just one question (what do you need two cards for?) to answer which the lady basically answered (for the different rewards?)  before I had a chance to answer myself (NFL for NFL/DirecTV purchases and priceline for everything else).  It then got approved.

Today, i get a letter in the mail stating that the app has been declined because "You did not respond within the time period specified on the offer. Subsequently, the offer has expired."

What does this mean? Any advise?

Don't see any mention of an expiration date. And eitherway, can i argue that if the app went through they can't tell me ten days later that it was expired?

You usually don't get anywhere with Barclays, but it can't hurt.

Just did a 2bm with us airways and nfl and they refused to approve under ANY circumstances because of too many accounts opened since 2011. No story would budge them. :( The are MUCH mor firm than any of the other banks.

Decided to go the phone route (despite my lackluster success rate), and lo and behold, i was actually reconsidered for the Barclays Arrival card after reallocating some credit line from one of my US Air cards. This is a first for me! Woo Hoo! ;D

Yes, i understood your question. The reason i recommended checking the status online is because many a times (IME) they say pending but when you check the status right after it's already declined. This is what happened with my recent Arrival app. But if yours is still pending, i guess someone will actually manually review it. Still, your chances of approval are slim, IME.
