A: Officially 24 hours as per federal law and their website, but actually getting a refund seems to require a DoT complaint, so likely not worth the hassle of buying unless you’re sure you want to go. (Dan in DDMS comments)
Suggestion: Call the credit card BEFORE booking the tickets and pre-authorize the charges that will be in Russian Rubles. Other wise it will probably be declined as fraud.
"Most US credit cards will initially view these ruble transactions as suspicious and initially decline the charge. If you receive an email from your credit card company questioning the transaction and recognize the charge, it will then allow you to re-enter the whole order and would be approved the following time. Worked for me." (
