maybe he thought it was an ipone 4s which then needs unlocking 

i have an iphone 5 here in IL from verizon and it came unlocked

I brought my Iphone 5 from Verizon to Israel and just put the Hot sim in and voila! Unlocked.

Lol. Funny. @rots5 I am not sure where you took the info from but as stated multiple time during the iphone 5 hype a few months back, it is only verizon who had that glitch making it unlocked...
