Yes you can, You should have to request to speak to a supervisor. Usually they don't transfer you to the supervisor, they put you on a long hold and then do it for u.
I did it many times already.

How can you confirm that went through, I just see a couple of $1 authorizations on credit card, but no conf email and don't see anything online yet.

When you login to the booking on ElAl.com you will see it, Or u can just try to request voucher, if it lets you through the 1st step (It shows you the amount of the ticket) then it went through, If not then when entering the ticket number it would say that this ticket is not eligible.

Says not eligible he did say can take 24 hours is that correct or should it show up right away

It should show up right away, If not it usually isn't good, I once had that yes, but I would call back again.
