I would bet money that the guy who you spoke to gave you a fake name. His guarantee is worthless.

Since there is no open market for binary options, the broker must take the other side of your "trade." Therefore, the only way for the broker to make money off you is for you to lose money. So how can they guarantee your capital and still stay in business?
