And chabad Israelis will hold 2 days in chu"l.

In other words it has nothing to do with being an american/israeli but whether you are in the place where they held 1 or 2 days b'zman habayis.

The Chida also holds like this and that's where many poskim get the one day psak from. Eilat is not E'Y so I don't think any mainstreem posek would hold 1 day.

I think the DAT"L Rabbonim would pasken 2 days for Eilat, I know the Shluchim there try not to publicize it so as not to cause anger by zionists there (though its probably the least kept secret in Eilat)

well its complicated we came out that even though i have the chacham tzvi and i would hold one day but i was not in IL for pesach or succos, and shavuos wasnt enough, i have to really be there

I spoke with the (a?) Shliach there, he told me that everyone in Eilat keeps ONE day, though in essence they should really be keeping two!  Any questions on that, don't ask me.

R Chaikin told me to speak to R' Ashkenazi who told me to keep one day when I was in J'lem for shavuos.

I think though I may be mistaken that R Chaikin once told his own son to go to Eilat though and keep 2 days.

He cites a well-known debate among his predecessors regarding whether students who come to study in Israel with the intention of returning to Chutz La-Aretz should observe one or two days. He notes that although a number of prominent rabbis from Tzfat ruled that these students should observe two days, the great rabbis of Jerusalem, including R. Yaakov Chagiz (1620–1674) in his Halakhot Ketanot (4), rule that an unmarried man should observe one day, as he may eventually find a spouse and stay in Israel. R. Ovadia Yosef (Yechave Da’at 1:26; Yabi’a Omer 6:40) rules accordingly. Alternatively, the Magen Avraham (468:12) writes that a student who comes to Eretz Yisrael to study for two to three years must still observe two days of Yom Tov.
