NY DMV Question

Situation:
I bought a car from a guy in CT.  I live in NY.  Shlep and a half.  I (think I) have to transfer title and get plates before I can drive it home.

Question:
Is there any way to transfer title at DMV without having original in hand?
If you don't care why would you comment?

you need the original.
dmv will need the title and the insurance card.
if you have a buddy that sells cars you can get a temp plate and then all you need is insurance to drive it back here.

ive done the 3 day temp in ny to get a car that i was thinking of buying to a macanic   
disclaimer i dont know if its legal but if you put  insurance on the car i don't think the risk is so big

Also, I registered my car in NY 3 month ago, still did not receive my title. How long should it take? What number is the best to call?

IIRC it took 2 months for mine to come. You can always call 311 and ask who to call.

My insurance went up recently and i just found out it was becuas eof a suspension from a unpaid ticket.
Has anyone ever had any luck negotiating down a suspension to just a fine?

I had to go down to the MVC to change from NY to NJ
