Bluetooth headphones too loud even at the lowest setting? Want more granular volume control at each setting?

Enable developer options, enable the option for "Disable absolute volume," restart phone, and then you'll have much finer volume control than before.

S23U/Bose Ultra. But either way, this gives much more granular volume control, which I like.

Yup, I think it's available with sound assistant via good lock as well.
