Warning: Its a very bad time to sign up for hellomobile. They have been having issues processing CC's, deleting ppls numbers, and they havent shipped out SIM cards in like 30 days.... And they did zero to communicate to customers about this.

Are they updating their network or going out of business?

The first was "spam". (Or more likely a mistake)
The second is legit, They are sending out new sims. Verify your address using the finicky link, and then sit tight.,

Update -

We received new sims & activated them.
For the first hour afterwards our numbers were changed but then our original numbers came back.
All saved voicemails were erased and new vm systems need to be set up.

However, we are still receiving texts stating that due to Q Link being sued for fraud, Hello will be closing down by Nov. 8.

Why would they send out new sims so close to them being closed down?
Should we be switching carriers?

 If no preference get the $20 TCL flip 2 and use tracfone service for 2 months ($10×2) to get the device unlocked, as you'll need 60 days to qualify to get it unlocked, as well it can be filtered. And after that put hello mobile service for $5 for calling and texting and even a few mb for some basic picture sending.
 If new to tracfone can even refer you so you can get another 2-3 months for free.

Then, what plan from here: https://www.tracfone.com/phone-service-plans the only $10 one I see is this one https://www.tracfone.com/plans/basic-phones-1-month-plan-30-minutes which seems to be only for refliing and not activating new service.
If it's not free shipping it's not worth it.

Some accounts it does, some it doesnt. Otherwise just put it in the phone and figure it out

Started chat several times with a 38 position in the queue, after a few minutes it times out.

I sent a dm on x about 10 hours ago. Still no response.

Called twice today. 1 call I was on hold 2 1/2 hours before it got disconnected. The 2nd was 1 1/2 hours and I just gave up.

I just activated them all.

So either this flip 2 for $10
Or the flip 3 for $20 which you linked. The 3 is a tad newer.

Of course there's better options out there if it's a daily driver..
From the kyocera S2720($100-200), K4810($100-150), K4610(150-200$), Fig($300+),LG Classic(75-135).

But back to your question, once you activate the sim and put the imei number into the website it will offer you a $15 phone plan for unlimited talk and text and 1gb of data iirc. Now you'll see an option to toggle autopay on to save $5 for the first two months so effectively paying only $10.
And of course I can share a referral code to get you another 2-3 months free.

Again this is to get the device unlocked while having service for 60 days and paying $20 for that time period.

Inserted the sim into a phone. Waited a few minutes. Received an email that I should dial (954) 900-9620. I got a message that it was successfully activated. At first it was activated with a temporary number. It took about half an hour till the original numbers were activated.
I used the same phone for all activations. So I had to reset the network settings after each activation
