First 6 months at $30 plus taxes.
Pay for the first 2 months $15 each month with autopay, then use reward points for the next 4 months. Use Referral code OOAB-E354 to get you 8,000 points. You must activate and set up the rewards within 14 days of activating Phone service.
  They limit 5 uses per month, so feel free to PM before using if you want to confirm they work for this month, as well they seem to be changing the referral code after every use. So feel free to post in the thread or message me for a new code.
       The points will only kick in after 60 days of service(hence the reason for keeping paid service for 60 days) the points will kick in getting you 8,000 Points, which is enough for 4 months free. You can redeem 2,000($20) increments for a free month of service and do that for a total of 4 months free.
  Now you must turn off auto pay after the first 2 months in order for the free 4 months that you added to kick in.  If you don't turn off auto pay it will continue billing your credit card and you will not get those free months until you turn off auto pay.

Did anyone check out Whistleout.com? You put in what you're looking for, and it gives you a list of plan that match your criteria. It doesn't have all carriers, but they're adding more.

Where can I get the cheapest phone that can be used on an existing AT&T contract? Doesn't have to be a smartphone. Would ebay/amazon be my best bet?

I'd prefer verizon (which the rest of my family has) but not necessary. I also have unlocked verizon smart phone with sim slot. It has been working for Golan but Idk of it'll work for other networks in us.
Also if there is a plan that gives me a good deal on a newer phone I would like to upgrade...

The only way to get a phone on Verizon itself is to sign a 2 year contract. If you want Verizon's network because of quality, and you don't need 4g, you can use Page Plus, which is on Verizon' network but is prepaid. However, 4g phones will need to be flashed before  they can be used on a prepaid MVNO on Verizon's network.
If you only need it for a few months, I think it would make more sense to buy a phone on eBay.

Total minutes needed: 250 (even less)

Total texts per line: 500
Total data per line: Need enough data for email, twitter, and tapatalk (ddf). No videos. I don't know data enough to know how much data the afformentioned items require.
Smartphones? Yes
Would you like a specific carrier? No. Cheapest
Do you have phones already? Yes. Verizon Dumb phone
Free nights and weekends? Unnecessary
Unlimited mobile minutes? Unnecessary
Unlimited mobile minutes within a specific carrier? Unnecessary

Just ordered straight talk wireless. It's $45 a month for unlimted talk, text, and data (up to 2 gb and then they slow it down). Plan on hooking it up with the free Iphone 5S I just got.

I have that plan on Straight Talk on AT&T. I think they upped it to 3gb several months ago.
Also, keep in mind that ST's coverage depends on the original network's coverage. AT&T doesn't really have LTE in Lakewood, so neither does ST on their network.
