Contract/Prepaid: whichever comes out cheaper.
Amount of lines needed: 2
Total minutes needed: < 400 total
Need free nights and weekends? preferably but not critical
Need unlimited mobile minutes? No
Need unlimited mobile minutes within a specific carrier? N
Total texts needed per line: One line: none                                       one line: preferably unlimited
Total data needed per line: unneeded for both lines
Smartphones? No
Carrier: doesnt matter
Monthly budget: Cheapest possible.

I need the phones to work in Brooklyn and Lakewood. One phone is for me. I need to be able to make some calls and text. The other phone i am just going to use to receive calls for maximum 10 minutes a day. There will be no outgoing calls and no texts.

If 250 min and 250 texts per month is good for you (per line) - I'd go with the page plus 12 a month plan. Prepaid. Verizon service so excellent coverage. each line will cost you $12 a month.
See http://www.pagepluscellular.com/plans/the-12/ for more details - you can sign up there as well - or PM me for a deal on it...
