I wasn't there in a while, but last I checked they are. (They can get pretty busy so you might want to make a reservation)

What's the deal with 16 Handles? Are they all under R' Mehlman and does anyone have any sources about his Kashrus?

Every Rabbi I ask says they never heard of him.
They aren't all under his hashgacha. The one in Great Neck is under the VHQ

He is the same Rabbi that gives a hechsher to all the kosher Dunkin Donuts in NY
There is a Dunkin Donuts in Kew Gardens Hills and another in Great Neck that are under the VHQ. The one in 5 Towns is under the Vaad of 5 Towns

Wow! Went to this $$$Reserve Cut$$$ last night. VERY interesting place. VERY good food, or at least what I had. I highly recommend it (after you take out a second mortgage). At least I didn't pay for it, but it was really delicious with very nice staff and a nice place.

What is wrong with it? They are under the VHQ which is a very reliable hashgacha http://www.queensvaad.org/establishment_search.php

Judging the restaurant on personal  feelings. We have mincha in our office upstairs and NEVER get any staff, chefs, clients... Only the mashgiach. Now the new mashgiach doesn't want to come to mincha because he doesn't trust them on their own even for 10 minutes. (FTR he would have been the tenth)

Pretty harsh accusation. Maybe he just wants to do his job

Wow. Your are judging the kashrus of an establishment based on the mashgiach wanting to remain on site as a mashgiach should do?
I wouldn't want to eat there if the mashgiach DID leave his job for 10 minutes when he was required to be there.
Perhaps the owner doesn't let the other staff leave during the day when it's not their break time?
Many possibilities here, although it seems your main concern is your minyan...and not the actual kashrus.
