Based off the wiki it looks like people would probably recommend ABC as the best place for supper in Manhattan, in the around $30 and under per person price range. Is that what you guys would recommend or is there something else I should consider?

It could be a bite more than $30 depends on how many apps/drinks/dessert you get. But if you're not specifically looking for a steakhouse, it is realllly good. Might have to wait for a table, though.

the only thing good about it is the location. If not for that they would not be doing nearly as good as they do now. The food is good but not much of a selection.

elu ve'alu; both are relatively weak and rely on their location :). Had an especially weak meal at abigaels during the 9 days, they didn't even have a special fish menu, the waiter just said look around there are like 4 different fish dishes u can pick (other than sushi). I made better cedar plank salmon at home...

Went to RC yesterday on this menu. We did Governor's Island bright and early (they're doing a fantastic job with this place, adding things every year - free hour bike rental weekdays between 10-12) and then headed over to RC. Place was packed with a decent mix of business lunches and restaurant week-ers alike.

Soup was good, especially dipping the bread they put on the table in it.
My wife approved of the salad, she loves tomatoes and these were top notch.
I had the burger, which was very good for the price. Yeah it's not huge, but it's tasty and still a good deal at this price, within a 3 course meal. The fries were very solid.
My wife had the fish, which she enjoyed. You're definitely getting a lot less food than the burger. I tasted a bit after my burger and to me it was just fish, nothing special.
We shared 1 of each of the deserts. The sorbet medley had 1 coconut sorbet ball, which I hated, and 2 other berry related balls, which were very tasty. The chocolate delight itself was good, but the ice cream it comes with was pretty 'meh'.

Split the bill on 2 cards without issue. Service was a little slow with it being packed, but very good overall. They did seat us right away despite coming a half hour before our reservation, which was nice.
