If you ask me its a little shady, if its individuals its better, sounded like they were making one big siyum foir the restaurant.

Your Family at Reserve Cut at the Setai is pleased to inform our guests that we will host a Siyum/ Seudat Mitzvah each evening during the Nine Days, July 19th through the 23rd. The Siyum will take place at 6:15pm and Hors D'oeuvres from the Seudat MItzvah will be available until 10:30pm. For Reservations, Please Call 212.747.0300.
We would like to thank all of the Rabbis who coordinated and aided us in these important and cherished events

Eating meat at a siyum during the 9 days is a cherished event like, say, eating latkes on chanuka? If someone goes, are they charging for the hors D'oevres or just distributing them throughout the restaurant like a wedding challah?

I actually heard/read (can't remember which) a vort from R' Nissan Kaplan that was matzdik the practice, at least in the case of camps that do it. If I have time later I'll link to it or paraphrase.

That's because it's more of a minhag/zecher, and you aren't really allowed to fast erev YT anyway, v.s. the nine days which is collective aveilus.

The Lubavitcher Rebbe strongly encouraged arranging siyumei masechta during the 9 days, though I'm not sure that he supported eating meat in connection therewith.

some overnight camps would learn, have a siyum, and once in a while have salami sandwiches or chicken wings for dinner.
It was not an elaborate restaurant party with 1.5" steaks, wine, lavish $200 meals and delicacies for all in the public who attend at the posted time.
