You can open the amex credit card, open a sun trust bank account and get a delta debit card (only works in some states), buy miles from delta, or transfer miles from another delta account or hilton honors account or any other delta partners

I didn't explain myself correctly.

With some mileage programs, when you have say 51k miles, with 45k that are about to expire, you book an award ticket with 50k, and once the ticket is issued (and the miles deducted from your account), you cancel the ticket, and a new 50k miles return to your account, which have the longest expiry date available to the program.

Yes, but how many programs let you redeposit an award ticket for free?

so , not for free, depending the fee, it might be an excellent idea. Not all mileage programs revive the expiry date of all the whole balance if you inject new miles.
