Didn't notice he has an 'available' credit line of 25k with chase.

Actually he doesn't have 25k Available CL.. It's minus 7k which I currently outstanding on that united 25k CL card.

Does that change anything?

They could be reluctant to open a new account, even just by shifting credit (even available) if you have high outstanding balances with them.

would you consider 7k a high amount of outsatnding on a card that has a 25k CL?
