1 of the people that bought the GE credit from me used a 3rd party service to apply (Besides the fact that I'm not sure what info that company has now from them) that company charged $149.95 besides the $120. Who has to suffer the loss?

I don't think it's a question. He used your card for something you didn't authorize. He should pay you.

Poor guy.  He messed up.  Like we've all done at one time or another.
You agreed to let him charge $120 on your card for only $20. He unfortunately charged more.

Just to post an update, The buyer contacted the 3rd party website and requested a refund. BH the refund came through so all is OK now.

I'm assuming it would have denied your application.
I wonder if that's a new machine, I've done idemia 4 different times in past and the person there checked my card to make sure it matched the name applying. If you are signing up for TSA pre the card needs to be under your name. Unless you do this
