Likud/Beyteinu = 31
Lapid = 19
Labor =17
Livni = 6
Meretz = 6
UTJ = 6
Bennet = 12
Shas = 12

Right block has aprox 61 seats
Left block = 59 seats

Amsallem = 0
Amnon Yitzchak = 0

The Next Prime Minister of Israel will be Binyomin Netanyahu.
The government will probably be a rightist goverment including Shas, Bennet, and UTJ

Lapid will be a part of any government, probably meaning UTJ won't.

The only way out of it is if UTJ+shas+bennnet+likud really each 61, and they're willing to suffice with such a tight coalition + insane requests from bennet. Or if Livni joins Bibi in some hope of later going back to the likud.

I once told a prominent Kiryat Sefer Rosh Kollel the answer to all of this.

One day he should send all of the men in his city to sign up for the army (KJ Style), by the time they are done with hocking about Shkeya, Kashrus, Taruvos and Shatnes, they will be sent packing and the Tal Law will be strengthened by Meretz by 10x

I am not Israeli

I doubt we'll see actual drafting as that's simply impossible to enforce. What will likely happen is the end of all government financial support.

Lapid and Bibbi don't need to talk. The question is who they can take with them - they need either Sheli Yachimovich or Bennet. Or both Meretz & Tzipi Levni.

Bennet & Lapid are both problematic, impossible to form a goverment without either one of them, but definitely no reason for both.

Mertz & Levni would be very narrow, but I assume Levni will join anything in an attempt to stay relevant. Same reason why meretz probably won't join unless a very prominent job.

The talk ain't the same- before the elections Lapid was getting 9 according to polls and exit polls have him at 19. My brain tells me that the talks will be A LOT different since the last time they spoke.
