im almost positive it doesnt work like that. the power line is going to the pole? if yes it is almost for sure the electric company

+1. They are responsible to maintain it as well. However in this situation they should be prepared to be with out power for a week and possibly longer. Call the electric company. Report it. Have them shut down the power so it's not a live wire and sit back and wait

Well depends what size you want. Most people have generators that will either keep their heat working or their fridge..maybe both.
I'm going to assume your not looking into a $5,000 generator that keeps your whole house running, correct?
