i think the partner airline part is irrelevant, as ime the partners have the same availability as matmid

as far as your question, sometimes seats do open

in my personal experience very rarely and not at all like other airlines.

IME:
On most routes, No...
They release in advance, and usually if nobody cancels seats don't open up.
though I've noticed quite a lot that BKK-TLV is a route they don't release any business seats a year in advance (unlike HKG-TLV where you can find 5-9 business seats on almost every flight a year in advance), but closer to the flight they do open up 2-3 seats per flight on that route. I'm not sure what the reason is on that.

i think so...my father had an aa biz award lax-tlv on air tahiti via cdg..he kept calling and first got the return on LY via toronto...kept calling and a couple days before the actual flight he got lax-tlv on LY biz...funny thing was that biz was empty so i dont know why they just didnt open up more seats

That is actually the route I am looking at. BKK-TLV. Can't even find HKG-TLV on my required days for two passengers. I really do hope they open more seats closer in since expertflyer says that the space is there
