I thought I read on here once that any Chabad house not listed on the official Chabad houses list, is not trustworthy. However cRc does list the Manila Kashrut of the chabad rabbi as a reccomended hechsher...

The point here is that no matter what "legal framework", "articles of incorporation" etc etc... the mosad has, if its a very small mom & pop mosad - it's intrinsicaly self-certification by the baal habos. Nothing to do with employees.
