Why not?
This has been tried so many times and never works. I can speculate why. The only way for such a thing to work is if the original core group leads to more following them. The targets here are less likely to create an overall change in the trajectory of the community.

Maybe they need a little more but not tons. Change the structure and give 30k to a down payment and then only the kollel check. Combined with low cost housing it can be everything so many are looking for. A kollel adds that they make community programs that attract outsiders too.

The outsiders are still moving to the Sq Hill area, where there's a kollel, schools, and infrastructure. There's a low cost housing nearby in Greenfield. And both are much closer for commuting to downtown PIT.

That's what brought Jewish communities to various places to begin with. Slaughterhouses and other jobs. Bring a big employer that will cater to a frum crowd, along with some infrastructure (at least a mikvah, a pre-school and a grocery store. Some will say also a Pizza store) and you can get people to move in.

Another option is to offer the building (or buildings if they exist) to a Yeshiva. A Yeshiva will be happy to get a good building for free, and will bring the staff, families etc. and build a community around it.
I've been waiting over 5 years with bated breath for someone to say that!

To be fair, not too many people are commuting to downtown these days. Still, the commute to schools would be a pain.

This can work. The 2 places I can think of didn't have a large community build around it, but they did keep the shul from dying.
I wonder what people who type "u" instead of "you" do with all their free time.
