Correct, but most of us have at least 1 friend/relative who joined Hatzolah (for the lights & sirens /action) and dropped out after 2-5 years, realizing that not everyday it’s action & not everyday you get to save someone’s life

But in a city that has ridiculously fast response times, is this the best use of community resources?

Or maybe they dropped out because it is very demanding? Leaving countless shabbos seudos, sedorim, davening, family time, etc. Training, keeping cars and equipment in perfect shape, having neighbors die in ur hands, etc. It all is time consuming, takes away from other obligations, emotional and so on. Life situations change and people can't always keep it going.

1. Having another few dozen people in your neighborhood trained and ready to go will only make things faster. In many emergencies, every second counts and could literally be the difference between life and death.
2. In an emergency, would you rather be cared for by some random person or a friend, neighbor, relative, and/or another Yid?

Will there be mistakes made by inexperienced members in the growing process that make the whole program a net negative?

No but each of the 3 neighborhoods is relatively small and streets are basically empty so probably similar timing. Maybe a bit slower
