Those also solves the spontaneous combustion issue...
Stops it from happening in the middle of the street, but spontaneous combustion is still a thing. The kids are clever about getting it to stay lit falling in.

Recycling is free, so you do see some people who mysteriously have many large recycling bins, and only one garbage bin. When they first introduced these bins 15-20 years ago, I remember there was some enforcement and some people got violation notices for putting their garbage in recycling bins, but I haven't heard of any enforcement in years now. Not saying you should do that, but that is the solution that some seem to have found.
Based on what I've seen from visiting Toronto, this is exactly what people do. I've seen someone have approximately 8 or 9 (!) recycling bins, while having just one of the smallest sized garbage bins.
If you do what's right, Hashem will do what's left!

The amount of random people who come around to see if you need anything give out foods and snacks and toys for kids.
This is aside from the orginisations that send vollenters to make weekly or daily events.

Shabbos, the whole hospital goes into shabbos mode.
A place to light candles in each ward, shabbos lamps built it to the infrastructure of the hospital rooms.
Goy shel Shabbos in each ward, to do melacha that the staff cant do, but is muttar a"p amira leakum/
Kiddush and havdala in each ward
I was just in Shaarei Tzadek, there's an org that has a staff of 20+ that A. runs sit down waiter service shabbos meals for hundreds of people B. goes around to every ward with hot shabbos food for each meal for anyone who cant make it to the sit down meal.
I know in Har Hatzofim, there a org that has a couple there every week running meals and giving out for in the wards, and seperate rooms  for men and women who need to stay with s/o over shabbos to sleep. (The couple is childless, and has been doing it for years as a zchus for children... every tefila for them helps)

can depend on where you room is relevant to the candle station
Oh, and they have a gemach of electric candles that work sort of like small incandecents that you can use in your room and work lefi many poskim.
(Wasn't relevant for us this time as my wife lit before we left to the hospital...)

I've been in the four JLM hospitals, in a few different types of wards, and I've never ever had anywhere near "a large percentage".

I spent a week at Hadassah Har Hatzofim 4 years ago. Many many arab staff.

One of my most beautiful Shabbosim was in Haddassa Ein Kerem.
My young daughter chopped off 80% of the tip of her finger in a closed door right before kiddush Friday night. Went with Hatzola to HE"K and the professional staff got her sewn up/bandaged up in the fastest way. Hatzola brought us some food from the "take-out option" of the Shabbos meal.
We found a waiting room to sleep in and then in the morning we went to daven. After davening there is a huge kiddush (Israeli standards) and then a coupla hours later a 3-4 course meal served. Beautiful atmosphere and very cheery despite the fact that most people there are there for not the best reasons (most people don't give birth in HE"K).
Later on the day there was a festive Shaleshudis as well.
It was such a nice Shabbos made possible by the donors, the volunteers and the hospital.
