help with govt programs in nj

I have a family member living in lakewood.
wife just got a job and husband is looking
they have 4 kids
they dont make enough money to live...(not supported)
he claims he cant get benefits in nj- no reason just cus.
I keep telling him something doesnt make sense.
anyone here that has information or first hand knowledge on this stuff in lakewood? anne i can direct him to?

I don't know much about benefits (thankfully, no one in my family has ever needed them), but, are they on any federal benefits? I would imagine that a family of 6 with noone working would be eligible for various Federal Benefits.

Here is a link to NJ's TANF. This might be an option..
