claiming VAT back in Israel (tax back)

As a foreigner, what VAT charges am I able to claim back.

I know that if you spend 400 NIS or more in Israel in a store that provides this service you dont have a problem claiming the money back at the airport.

But whats the story for services, Can I claim back VAT that our company spent on services ?
(legal services, brokers and so on)

not as far as i know, it's a tourist thing. Some providers of services should be able to charge you without VAT, so talk to the companies that give you services...
