I'm guessing the answer is no but...
Can I book a flight from DTW-TLV, TLV-DTW, LIH-DTW on one business award ticket with United?

Ok... can I book DTW-FRA-TLV, TLV-FRA-DTW, LIH-PHX-DTW?
Or does that last flight have to be DTW-PHX-LIH?

No UA rep should book this. He has a gap between airports en route (dtw and lih). It's not an open jaw.

No an open jaw is when the origin of your first one way differs from the destination of the other.

In other words, dtw-tlv//tlv-dtw has no open jaws. If you now add dtw-lih to that award you now have one open jaw, because the origin of your first one way (dtw) differs from the destination of your second one way (lih). That is legal.

You cannot travel dtw-tlv//tlv-dtw//lih-dtw. It's not a valid open jaw, as there is a gap in airports en route on the second one way (between dtw and lih).

They charge lih-dtw as a separate award.

That's a legal routing, you just structured it wrong:

JFK-FRA-CDG;
VCE-TLV(stop)-JFK;

One OJ and one stop.

Not the same at all as this.

absolutely wrong destination had to be tlv as they charged us-middle east rates. the destination was tlv the stopover/open jaw was cdg vce

Then you got very lucky.

The rules technically do not allow for an en route open jaw, they can only happen at origins and destinations.

Sorry buddy, you're wrong on this one.

http://en.wikipedia.org/wiki/Open-jaw_ticket

Key quote: "An open-jaw ticket is an airline ticket in which a traveler returns to the airline from a city other than the one in which they arrived, or in which the final destination is not the same as the original departure city"

I've done this quite a few times, and never once had to HUCA as a result of it being against the rules.
