I spoke to a friend that needs it unlocked and gave him this number and he replied saying he tried it a few weeks ago and they don't do it anymore

no. Its unlocked. I was asking a new q: im using an atat phone now in IL - which i know is unlocked. Now when i go back to the US in 5 weeks will it work for vzw too

I assume you either are not on an unlimited data plan or you don't care if you lose unlimited data....

I am on unlimited and know that I will lose it, but it's my wife's phone and she doesn't come close to even 1 MB. Since I can't use it as a hotspot either w/o getting on a limited plan, the benefit of unlimited isn't that important.
