To open the Citi account online, you can fund with credit card. Can this be used to help meet the CC bonus spend requirements or will it show up as a cash advance/cash withdrawal?

Depends which CC is used. Do not, under any circumstances, use a Citi card.

If you have to spend a minimum amount of money on a card to get the bonus miles then they are considered a purchase rebate (thats why a 50K AA CC offer isn't taxable because they require you to spend on the card). I am not familiar with this offer but if there is a debit card component (like spend a minimum on the debit card linked to the bank account) that would figure to avoid the tax problem...
