True, never went completely empty. Was on a flight with around 5 people though.

CMIIW, but I believe if your address is in Canada taxes are higher. Also might be that he doesn't have enough avios, so he has to buy up

great line, my question is if it is AA why are the taxes higher than flying to cleveland or Miami.

Because taxes (as the name would imply) are charged by the government and not the carrier
