I agree, from the wording it looks like a scam. Though I'd like to know the mechanics of this scam, if anyone knows?

Buyer pays and seller ships, but buyer sets up claim with Paypal?

it is 100% a scam, if you dont want to be bothered with your real e-mail send him a fake email address and see what happens, they send you a "legit" looking email from paypal, the funds are all  there, blah, blah, blah, but its just a scam

i purchased a $2112.67united gift certificate for $1500
the guy sent me an invoice which came from paypal
i paid with Amex through paypal.
first he said it takes 24-48hrs for the money to clear
yesterday approx 28hr after purchase he said it still didnt clear and hes waiting until 48hr pass which was 2hrs ago, i called paypal they said the money went through right away- only then did i realize i was scammed, especially since after checking i saw the same offer in LA & SF and the original post were i bought from is back up

my question is am i covered by paypal? or amex?

First you should call paypal and stop the payment and then call amex and see if they can stop the charge..

 Go after the funds, hoping this guy won't walk away with them.

i didn't gift it, i paid with my CC (didn't pay a fee)

Sorry about that previous "you definitely " I was in a parking garage with no cells and my message sent midway of me typing..

 If you would call amex and file a dispute for that money it would be no problem, as long as you don't tell them you have a dispute on that money with paypal, they will ask you if you went after the merchant, and then after paypal,
 Should you bypass all that, and in the end get the refund from paypal, amex will usually realize and get in contact with you about the dispute as they will see the amount being refunded, (chances are there going to contact you about the case should they see funds refunded.)
What's strange here is the seller manage to keep you waiting for a day or two but couldn't manage to pull all the cash out, as it seems paypal still has the upper hand on the cash which means he didn't withdraw it which is kind of strange!
 For me I know even what I transfer to my bank accnt takes 1 business day or less, and should I want the cash on the spot from my paypal accnt I would go ahead to an atm with my paypal debit and withdraw it.
 Assuming he requested the funds from you, so you have a choice to pay with cc and he has to pay a fee deducted from what you sent him, that money should be received right away, so curios to why he kept the money for so long in the paypal accnt.
 But as of now if your telling me the money is on hold with paypal as the other party didn't pull out the money then your on the safe side and there's not much to worry about as your almost 95% going to win the dispute, as your claiming this was a fraudulent purchase.. just be on top of this paypal claim and watch the progress, make sure it's moving along and not that it's swept under the rug, you don't want to wait to long should something happen and then dispute it with amex.. but as of now my hopes are you should get the money back from paypal (to your amex card.)
 Would love to hear the results, post back here..

If I were you, I would call paypal again and ask to get a supervisor on the phone and tell them the scenario and here what they say.. make another call.

called twice both reps including one supervisor now say they cant know if the seller has a balance in their account  but i should rest assured if and when i win the case PayPal will refund me and either take the money out of sellers account or put a -1500 balance on it

Bottom line, if it is too good to be true then it most likely is.
My brother once called an ad for a car that was on a legit car site, so he assumed the ad was also legit, basically a honda accord for well below market value. The seller wrote that they are being deployed overseas and need to sell it immediately. After calling me I told him to ask for the VIN so we can check out the car history, never got a response after that.
But before my brother called me he almost sent him money via Western Union and the guy was even going to drop off the car on the east coast even though he lived near a Kentucky army base... basically, anyone with a little experience would have realized right away it was a scam...
