Real smicha would put the person in a position of leadership, one people go to for the final say in all matters; a grand rabbi of sorts. I can imagine deafness impeding that work. Nowadays smicha just says that person knows something and is Ra'ui to ask shailos to.

It seems that to receive smicha you must be able to answer a shaila, and writing doesn't count. I'm looking into this more. If anyone wants to help...

Can a deaf man receive smicha?
Define 'Smicha'

Real smicha to be dan dini nefashos and kensos is not possible by someone who cannot hear. See last line of Yevamos קא.

ETA: it is a safek if someone who is merely deaf can be dayan. Obviously OP is not referring to a deaf mute since deaf mute is like a child in halacha. (Unlike woman who is kasher betzem but the Ramban paskens there is a din not to be memaneh for sherara)

We crossed the dateline during sefirah last year. As per our Rav's instructions (chabad) we kept Shavous a day early. The first day fell out on Shabbos so it wasn't so weird. My husband did get a lot of stares and questions when he stayed up on the 'wrong' night and davened hallel on the 'wrong' day.

Who did he receive it from? If you don't know the Rabbi then which community?
